Authorities say 25-year-old Neilson Rizzuto was intoxicated when he crashed his truck into a crowd—injuring 28 people—at the Endymion parade on Saturday night in New Orleans.

Rizzuto was arrested on the scene as EMS workers scrambled to assist those who were hurt in the accident that witnesses described as "horrific."

New Orleans Police Chief Michael Harrison and Mayor Mitch Landrieu spoke with the media stressing the dangers of drinking and driving and emphasized the importance of making responsible decisions—especially during Mardi Gras.

Portable barricades to prevent this exact type of accident were installed earlier this week in the French Quarter, but unfortunately this was in another area of the city.
