Arrested were Brandon L. Sullivan, 31, of Westlake and his girlfriend, Christy Willhite, 27.  Both were family members of the child victims. Last Thursday, police were dispatched to a Sulphur elementary school where they found:

...a 6 year old boy with numerous marks and remnants of duct tape all over his body.  The investigation revealed family member Brandon L. Sullivan, 31, Westlake, used duct tape to tie up the little boy’s hands, wrists, ankles, and also put duct tape around his head.   Detectives also discovered Sullivan physically abused a 7 year old family member by biting the boy in the chest area.

During further investigation, detectives discovered Sullivan’s girlfriend  also a family member of both victims, had witnessed the abuse and failed to report the incidents.
